Group tasks or create sub tasks of sub tasks,

Im wondering is it possible to group tasks under a specfic header like development then create a subtask for each Issue?

Example Project(Tool) => Development(Group) =Issue(myTask) = >subtask(mySubTask).

Can you create a subtask of a sub task?

Is there a plugin available which provides this kind of functionality?

Actually there is no way to create a subtask of a subtask.
