The best you can do without code change is

• Use resolutions per status on workflows (see https://confluence.atlassian.com/display/JIRA/Workflow+Properties )
• Use workflow schemes to control the workflows in the project

That does "resolution by project" indirectly.

I think this is not possible. Resolutions are global, so if you add a resolution it will be visible in all projects.
