The data that is to be imported must be written to database by the application. Also the Lucene index has to be updated as well - so that you are able to search for your newly created issues by the CSV import.

Depending on your setup (hardware, memory, CPU, JVM settings, ...) it can slow down your instance what users could notice as degraded performance.

It surely might depend on the amount of data and how busy the system is apart from the import.

Without knowledge of the specific configuration/setup including hardware specs and configuration files it is hardly possible to tell if the slowness is a coinincidence or an issue caused by the CSV import. I'd recommend you to check with a sys admin.
