Have any ever tried to create a Procurement system with in Jira?

We are trying to create a procurement system. this includes automatically create purchase orders from purchase requests. keep stock and keep financial balances.

Yes, it is possible.  A lot of people use Jira for tracking requests for buying stuff, and adding purchase order creation to the process flow is not hard.
