Have field editable to only those users identified in the prior field

I am trying to find a way to have select user(s) be the only one(s) allowed to enter text in a certain field on an issue. One or more of those users are entered in the field prior to the text field, granting only those users access to edit the next field. I've added an example below:
Does anyone know of a way to do this?
