Have there been any reports of java.lang.OutOfMemoryError: GC overhead limit exceeded when using Links Hierarchy for JIRA & Agile from Kinto Soft??

Whenever users try viewing a particular issue that has approximately 65 links that are 3 levels deep, the CPU and memory begin spiking and JIRA becomes unavailable.

Do you have the same behavior for the same issue when the addon is disabled? If no, then it's a bug in Links Hierarchy for JIRA & Agile addon. In this case please directly contact the vendor and ask for the fix.
Added "com.docminer.jira.issue-links" to increase chances for this question being noticed by the vendor.
