What is going on? I can't create new issues and haven't been able to for 3 days now.

Are other users of your instance having issues?
if so -‘contact your admin and see if they’ve made any changes around 3 days ago. If not, have them contact Atlassian Support for you
if it’s working for others, if you can, try with your account on another computer, or another browser. If you don’t have a new browser (and can’t install one), use incognito/private browser mode in case there’s an browser addon or bad cookie/cached object that’s getting in the way.
if you’re still having issues, you can try turning on the browsers JavaScript console (google whatever browser you’re using and JavaScript console) and looking for any errors. If you find any, paste back here and the community can help dig in to issue more

Server or Cloud? What are the symptoms of "can't create"? You have no create button? There's an angry penguin sitting on your keyboard? You can create but get an error after filling in details? (If so, what's the error?)

Symptom: When I click on the "Create" button (after I've entered the details of the issue), nothing happens. Normally at that point, the new issue is created, but instead the screen just comes back with the issue just as it was before I hit the create button (in other words, the issue was not created). I then have no choice but to hit the "Cancel" button to get out of the issue create mode.
