Having issue when reactivated non-AD user in JIRA Server

There were two users that were inactivated, then when we went back reactivate them, it shows as active and belonging to a group, but their names are not available in the assignee dropdown, and they do not show up in the view users for the group but if I try to add them it says they are already a member of the group.  Also, the id is working - I"m able to login and get issues that were previously assigned to that id.  Can't really delete and re-add cause they have assigned issues.  Also tried leaving the group and re-adding the group but no change.

Any suggestions, ideas?
