Based on the screen image you have show the filter is not shared with anybody.
You need to click on the Edit Permissions link in that dialog.
After specifying who should be granted permissions make sure that you click the Add button (1) and then click the Save button (2).
This screen is from Jira Cloud, but the Data Center version has similar buttons.
Hello Trudy, i tried edit permission already but nothing changes, it still says the same as private not sure why. Any thoughts on what could be the reason for this?

Based on the response you posted later it sounds like clicking on the Add button before the Save button solved your problem with sharing the filters. Is that correct?
And you did the same when you Shared the Dashboard? When you are viewing the Dashboard you need to select the Share Dashboard option under the ... button. Then select who you want to share with and click the Add button(s) there to ensure they are added before clicking the Update button.
Can you share a screen image of what you see when you go to the Share Dashboard screen? If it looks like below with "Not Shared" text then the dashboard has not actually been shared.

It is unclear to me if your problem has been solved.
I see that your own answer was marked as Accepted but in it you say that they cannot see the dashboard.

Hi Trudy, I still need assistance with the dashboard part. I did not know what the accept answer button meant. sorry. I did the same with dashboard as shown on your screenshot and from my end I can see them shared on it but they still can't see it and this is the view they see instead of the dashboard.

I was able to share with them by clicking on add, but they are still not able to see the dashboard which i was also able to share but can see the filters. This is what they see when they open the link of the dashboard i sent them, and if they do to the dashboard dropdown its not there either as it is for me.
