Having overall java issues on JIRA 4.3.4. Can JIRA be reinstalled over itself to resolve issues?

Get problems with User Installed plugins, email issues not creating and emails sent from JIRA have bad data.

It's unlikely that reinstalling is going to fix your problems. You haven't said what the problems actually are, so it's difficult to tell, but unless you've actually been amending something inside the application, a re-install won't really do a lot.

I'd look at the actual problems first - what are they?
