welcome to the Atlassian community!

You can set default instance language (https://confluence.atlassian.com/adminjiraserver/choosing-a-default-language-938847001.html) but each user can choose his own language based on the installed languages on the instance (https://confluence.atlassian.com/doc/edit-your-user-settings-1016023.html)

Go to your profil (click on your avatar profil) then change the language in your preferences.

To manage your language settings for Jira Cloud, please follow this article:

Manage your language preferences 

If you're not using the cloud products, the same applies (mostly). In any case, head over to your user profile (top-right corner) and navigate to your settings. There you will find the language settings. :)
