Help! Would someone explain to me how to create a configured action from a workflow?

A previous admin created this. I have an Action configured in an issue that is part of the workflow. I've included a screenshot below. I do not understand how this was done and I am confused as to why the same transition isn't available in the normal Status drop-down.

Hello @Danno 

That is a self-reflecting (or looping) transition. It is a transition from the specified status (ECO In Review) to the same status (ECO In Review).

These are often used when one wants to limit editing a particular field. The field is removed from the Edit screens and added to a Transition screen. The Transition screen is then added to a self-reflecting transition which has conditions on it to limit who can execute the transition and therefore change the field.

In the workflow diagram they look like this:

At some point Atlassian decided to remove such transitions from the Status pull-down and put them in the Actions pull-down.
