Help design a dashboard, that reflects total projects at one go & the net tasks assigned to people. Basically something that can be used to determine, how much bandwidth is left, so that tasks can be assigned

I suggest that you will have more success with this by experimenting to match what you need.

• First thing, define the problems you are trying solve/questions you want to answer with this information.  That will help you determine when your dashboard meets those needs.
• Create some filters which list the information you want to see
• Learn about creating dashboards and what gadgets are available to visualize the data: https://support.atlassian.com/jira-software-cloud/docs/what-is-a-jira-dashboard/
• If you determine the built-in gadgets cannot do what you want, investigate the Atlassian Marketplace for add-on apps which may help
• Finally, update the "shares" for your filters and dashboard to make them visible to other people who need the information
