Help fixing an issue being unable to edit during bulk change

I've setup a new issue type for new user requests with it's own screens and mapped it to an existing workflow that we are using for Service Requests. 

We have an agile procedure to talk about tickets we have closed daily so we keep tickets on our board until they have the Board-Cleaner label attached.

I'm unable to bulk change edit tickets created for the new issue type that have been closed. I've read some comments online that suggest this is related to the workflow.

The workflow for these tickets is the same as for Service Requests which I can bulk change edit after they have been closed.

Could you please advise how to check the workflow to see if it is responsible and fix it if required or suggest any other reasons which may be stopping the bulk change edit.

Never mind I found the problem, I hadn't published the workflow when I added the new issue type to it.
