We have a custom field "Actual Development Efforts" in minutes where the developer adds time when they mark the ticket as Resolved
Is there a way I can create some report to calculate the total time spend the developers in a wk/month on tickets they have worked upon using this particular field?
Something like in a month
Developer A > 400 minutes
Developer B > 500 minutes etc.
I know this field is not the best way but we have been using for many years now!!
Can someone share the query I can use?

You'd get all that reporting if you used work logs for this.
However, in this case, you're going to need to find or write a gadget or report that can add the minutes up. A query isn't going to do it, all it's going to give you is the list of issues to look at. The summation of the minutes field on those issues is going to need a little coding.
