Jira has introduced additional Administrative audit trail, as of 7.10.0 detailed here:

This does include changes to permissions and permissions and permission schemes as well as group and user edits, however receiving a notifications triggered on these audit events in not part of this feature.

You could do a bit of scripting and export the audit log via the api as covered in the Article above on a regular cron job, and set up a script locally to review the output.  Then you can send a notification with something like this with bash OR this on Powershell  when the item is located in the audit log export file.

If the new Jira Native auditing capabilities does not meet your needs I would recommend looking into third part auditing add-ons such as Auditor for Jira for additional customizable auditing capabilities but I could not verify if the tool has a notification feature built in and additional scripting would be required for any notifications.
