My company has standard plan and when I try to change permissions to restrict deletion of ticket and set permission to only reporter I see that button is disabled and in small modal I can read the following.
*Permissions aren't editable on the current plan. Upgrade to customize permissions.*

I can see that we have 2 jira products, number 1 on screen is free is it Jira Software? I can't see anywhere that it is for Jira Software.
And second Jira, which is payed.

Can you check if the project where you are trying to change the permission is a Jira Software one?
