Deleting permissions depends on the project's permission schema, please contact your system administrator to modify the schema

For deleting attachments you need to have Delete own attachment permission.

Please check if you have permission to delete the own attachment then only you can do this without Administrator, otherwise, you need to contact with Administrator.
