Hi .. I was asked to create a separate JIRA group for another project. How do I do that?

You will need to be an admin of your user account system (usually Atlassian site admin, but possibly Google or your organisations system that is using Atlassian access to give accounts to Jira).  This will let you create groups and put people into them.
