You can't limit an administrator's capabilities in Jira the way you ask for. Either the user is able to manage only one or multiple company-managed projects with very limited capabilities or requires the global "Administer Jira" permission and then can manage everything. If you're using team-managed projects, it will be easier but still has to be set up in each individual project. It would not make much sense to create something in between these two roles. The configuration items (like the different schemes, workflows, and custom fields) can also be used and shared globally among multiple projects. What's the reason for your question? Maybe there's a different way to tackle this. :)
