Hi @GGG Gg Welcome to the community.
As I understand, You would like to move from Jira Work management to Jira software management. To achieve this:
1. Create a New Project in Jira Software
2. Export Issues from Jira Work Management
3. Prepare the CSV for Import
4. Import Issues into Jira Software
5. Verify the Import
