Cant run Jira - Browser displays "This site can’t be reached"

I just installed a trial version of Jira on to complete the installation, a web page opened up with "localhost:8080" URL but the message was "This site can’t be reached". When I tried to use the green start button from All Programs, it (the start button) still could not start the server but suddenly disappeared. All the help I searched for on the Atlassian website could not offer any relief.

where do you have installed Jira? On your local windows computer?
