Hierarchy - To create Initiative

I am unable to change hierarchy to use Initiative on our Cloud JIRA software 

 

It always shows EPIC as 1 and Initiative as 2Picture1.jpg

I don't quite understand the question - your screenshot is of a valid working hierarchy of Initiative -> Epic -> Base level issue -> Sub-task.

What makes you think this is not working?
