Is it possible to imbed a HipChat window onto the JIRA dashboard?

Yes, it is possible. You should try these steps:

1. In Atlassian OnDemand, log in as an administrator..
2. Link JIRA OnDemand with your HipChat site:
   
   • For JIRA-only Atlassian OnDemand sites, go to Administration > System > Mail > HipChat Configuration.
   • For multi-app Atlassian OnDemand sites, go to your_username > Administration > Issues. In the menu on the left side, click Mail >HipChat Configuration.
3. Follow the instructions on the page and set up the HipChat API token.
