I've inherited this migration.
1. Would the Installation files for Jira (step 1) be within the installed files, or is something else required (such as an install CD). Would install media be easy to obtain (I have our license info)?
2. Is "JIRADB" the only database required? I see a number of other DBs installed on the instance. Not sure if related.

We currently host JIRA internally on a cloud server. We are changing cloud service providers and I need to know how to transfer JIRA to the new server (I realize about redirecting the DNS), I need to transfer the software. Could it be as easy as moving the Atlassian directory to the new server, then pointing the DNS?

You need to:
1 install Jira on the new server,
2 take a Jira backup on the old.
3 create empty database on new system
4 Move the attachment directory and files to the new system
5 start Jira on new system and configure it
6 import backup on the new system.

To answer
1. Download the install package from Atlassian and install it on the new server per directions
2. I presume JIRADB is your Jira database. Do not take a back up of it. Use the Jira backup process outlined in the documentation. You should be doing this daily. It is THAT backup you will import into the new Jira instance.
