For example, if the date range is Oct 1 - Oct 31, It does not populate Tuesday the 31st. It looks to be a bug. Is anyone else experiencing this? Is Atlassian working to fix it?

Can I clarify how you're setting the logged hours?
Usually the time tracking settings are set using an amount of time not dates.
