How I can disable the type of mail to show only the choice of type Text?

The choice is in the user preferences.

as far as I know, you can only define the default format (Administration > Users > User Preferences)

I believe the only way to make the option 'Html' disappear it is changing the source file, I think is an .XML file. But this isn't recommended. Here it is a post for an older version in the forums.
