How to you change your licensing from a personally/locally hosted instance to a cloud instance?

Christopher,

You need to cancel your Server subscription and start a license for Cloud. You can refer to Purchasing & Licensing for further information. If you need a refund, you can create an issue to Sales and Billing through https://support.atlassian.com/customer/servicedesk-portal.

You should probably note that you can export / import your Server data into Cloud. :)
