We have been using JIRA for some time from a software release point of view, but are now considering it as replacement for our CRM service.
We have a single email that general public can email queries to, so it appear that users would be significant. I cant imagine that subscriptions apply to each person that contacts us - but need to ask the question before proceeding with implementation.

You would need to add the Jira Service Management product. Then you can create a portal for users to submit forms or to easily email you to create new tickets. Then these users would be added as Customers which would not require any licenses for you or costs to them.
