How can I add a button to an issue (in the same line as Attach, Link Issue ect)?

I would like to add a button to the top row of buttons in the issue (next to Attach and Link Issue), is this possible by adding a web item in the atlassian-connect file? Or am I completely on the wrong track? I have been trying to add a web item but can't even get a simple icon to show in the issue. 

Any help would be greatly appreciated.
