There is the Component field in each issue. When you add a component you do not provide conditions, which issues go to the component. You must set the Component field manually or programatically for each issue. You can use bulk edit to set the Component field for multiple issues.

as an addition to Alexey, if you do not see the component field in the issue screen, try to use the edit button.
Jira will not show empty fields in the issue view screen, they show up only after they have some content.
