How can I assign an issue generally to the 'Dev Team'

If we create a bug in JIRA, how can we assign it to an entire team of people so that they are all notified and one can then take it on as appropriate?

What was followed by us was to keep the issue as Unassigned, then create a filter for unassigned issues (add other filter criteria as well), add a subscription for the filter (every 15 minutes) to the group of people who will be working on this.

So whenever a new issue is created, within 15 minutes , Jira will send out a subscription output stating that the new issue has come up to the group. Till someone picks the issue (self assigns) Jira will keep reminding the group.
