How can I assign global availability to a person on multiple teams in a project?

I have a person who is a web developer AND an application developer.  On my project I will need his skills for both types of work.
He has a total availability of 20 hrs/ week, and it doesn't matter how much he allocates to which type on a given week.  Some weeks may be more for web development, and some weeks may be more for the application development.
I just want to be able to optimize the time.
How can I set his global availability without allocating a specific number of hours per team?
