How can I automatically assign issues to a user based on the issue type in Jira Cloud?

You can use automation rules in Jira Cloud to do this. Go to Project settings → Automation, and create a new rule with:

• Trigger: Issue created

• Condition: Issue type equals [your issue type]

• Action: Assign issue to [user]
  Save and publish the rule, and it will automatically assign issues as desired.
