How can I create a consolidated version menu, pulling from multiple projects?

We have many different projects, each with their own versions. But we also have one "Change Mgmt" project that tracks changes across all the individual projects.

I'd like to add a Version menu to the Change Mgmt project, but it would have to reflect all the versions in all the various projects.

Does anyone have a suggestion for creating a menu that pulls in versions from all the other projects, and presents one consolidated list?

There's no way to accomplish this out of the box.
