The new project manager request a smart access quick, hidden, separate from the full project drop down. She is requesting to create a separate channel or a separate portal that would not be seen by all other internal users , only seen and accessed only by the project's defined group.
To create a new project would require selecting the new project out of the whole selection of projects which are relevant to the user is not suitable.
Please advise

You would do this with a separate project, one where you have removed any default access like "Browse project = any logged-in users". Check the permissions on the new project, and only let in the people you need to see it into the project (I usually create a permission scheme that starts with "Browse: role = developers" and only use roles for the rest of the permission too, that way I know that only people we explicitly add to the users role can see the project)
I am not sure what you mean in your last paragraph though, creating a project doesn't need any selection (other than type)
