We've installed a new JIRA instance, and would like to keep the old one (5.2.11) around as an archive. It would thus make sense to "deactivate" the latter, that is, making it read-only and disable the creation of issues.
What's the best way to achive that? I haven't seen any global "deactivate" option anywhere.
Create a new permission scheme which only allows users to browse projects. Apply the scheme to all projects making it read only.

Under the Global Permissions you can remove the Users/ Group from the JIRA Users Permission.
