How can I delegate the ability to create releases?

Can you confirm that the ability to create a release cannot be managed in the permission scheme and that you need to have a project administrator profile to do it ?

Right, 

You must have project administrator permissions to create or edit a version.

Enable releases and versions | Jira Cloud | Atlassian Support
