How can I edit a workflow so users can choose any status of a project at any time

So if I am at new and I feel I need to skip a few steps and move straight  to the to the backlog I can do so or if I am at discovery and want to move to complete I can have that option.

That totally violates the idea of a workflow. How will the users know what to do?
