We want to record some sensitive data in JIRA tickets but not include this sensitive data in email notifications of issue creation or edit. Is there some way to store sensitive data in a special issue field and exclude that field content from the email notifications?

If you want to exclude / include some fields in email notification, you need to modify the email template for the event (in your case, issue creation and issue edit).

By default, newly created custom fields aren't included in mail notification templates.
