How can I give a user permission to browse 1 specific issue that is not assigned to him and he does not have browse permission

We have a user who is part of the issue being worked on but does not get assigned the issue until further down the workflow. He would like to watch the issue to see its status but his role does not have browse permissions enabled.  We don't want his particular role to view all issues in the project. 

Is there a way to allow 1 user to watch an issue without adding him to the browse permission?

To see an issue, the user must have browse permission.

That's it.

To do this, you need to allow browse permission and then lock out all the other issues with a security scheme.
