I am a Jira Standard cloud user and need to give access to an external team for one project. We do not use Jira service desk as it did not meet our needs we use Zendesk with integration to Jira for Service Environment.

Yes, you have to add the users and they are counted to your licenses.
The way we do it:
This is it. Of course you can also add the user to a group and give the group the "User" role, so that you can manage all external users from one place e.x. external-xxx-group.
You may also want to give them the "Developer" role, if you want them to also be able to log hours and be assigned issues.

There is a permission called "Browse Projects". Usually this is given to any logged in user.
- So you need to add external team in Jira and yes they will contribute towards your license limit
- You need to make sure that Browse Project spermission for all the projects in Jira is not given to any logged in user
- Browse Projects permission should be give to one or more project roles (Developer, User etc) so that people added to those project roles can access the project
- Add those external user to one of the project role like Developer
