How can I increase the % cpu that Jira uses during the reindex

I have two instances with Jira.

In one of them when I do a Reindex the %cpu is used is about 80% and the reindex during is 1h (less hardware)

In the other, the %cpu is used is about 10% and the reindex during is 8h  (more hardware)

I cannot explain me...

If the CPU is under-used during an intense process such as indexing, then it's waiting for other things.

Take a look at the disk IO and the database IO - I think you'll find the CPU is waiting on one of them.
