If you use the search REST API you can just set the pagination to 1.
But why do you want this? I don't think that JQL currently supports a limit keyword.

It is a complex answer
My first aim is to have context aware boards, meaning when I have a certain board of say epics, I would like to drill down from it to a board of it's tasks/user stories. Since this functionality does not exist, I thought of creating of my own by creating another board with the following query:
lastViewed limit 1. This way when moving from the epic board to the user story board it whould have been easy.
