We have a default permission scheme setup for Jria that grants projects permissions to only those with the applicable project roles. However, for many of the projects that are associated to this scheme, the assignee field is showing many more options than just those that have roles on the project. It is even showing our local admin user. How could it be made so that the assignee field for the projects only show those that have the projects roles?

If every of your projects has a different set of assignable users, then you need to create different permission schemes for each of them. For each of the schemes, set Assignable User to those you would like to be dedicated to the associated project.

You've not really defined how users are "associated" with a project. You need to be absolutely clear on what you want that to mean, so you can define it in Jira.
Anyway, the assignee field content is determined by the permission scheme. There is a line in there that says "assignable user: can be assigned issues". You will find that your assignee field drop-down lists everyone who matches the rules you have put on that line.
I suspect your rules for that line are hence, wrong, or they are saying to let in some role or group like "developers" and you've got the wrong people in those groups or roles.

Thanks Nic, we were hoping to have a single default permission scheme for all projects. But it shouldn't be to hard to make a permission scheme for each with the same concept of using the project role for them
