hi,

i think it is not possible in traditional way. but if you are using JIRA on your server, you can check out this answer, I think you will find it useful:

So in JIRA Admin, Issues -> Screens -> Screens -> Selected Screen Configuration?

 

It is already at the top, but always appears below the tabs.
