JIRA does not have a option to create a issue automatically every month, but you can use a lot of alternatives which may help in achieve this, like...

1. Use the Creating Issues and Comments from Email feature in JIRA and schedule a automatic send email to JIRA's catch email every month.

2. Use JIRA Services to create the issue every month through the JIRA API.
