How can I migrate Confluence users to JIRA?

We accidentally setup Confluence to create users in the Confluence User Directory.  We want to move those users to JIRA so that all of our Atlassian products can authenticate against the JIRA User Directory.

How can I move those users from Confluence to JIRA?
