How can I move the order to the screen?

If you look a the picture below I have 2 question: 

Description - as I have created a new filed "US Description", I want to remove the "Description" field from this screen. How can I do that?

Attachment - I'd like to have the  "Attachment" under the section " Agile" (see right side).

Use the "field configuration scheme" - in there, you can use "hide" on fields.  If you hide description, the whole section will go away on the issue screen.

Oh, sorry.  No, you can't move that.

Thanks a lot.  In my previous company, the section "Attachment" was on the side, so I know that at least in previous version was possible.

That would be a very very old version, with a very different layout.  Or possibly one with some hacked code to move it.
