I think what you are asking for is that when a user opens the issue view, the "internal" tab is the selected one for their initial view.
Jira opens the first tab when you open an issue, there's no way to change that. If you want it to open with the internal tab selected, you need to make that the first tab.
If you mean the display tabs in the issue, you can't. The tabs are a logical organization of fields, but is treated like one screen by Jira.

This is a screen (create/edit or view) and there you can setup where your fields should appear. This is a screen at issue level
